The Government servants who worked faithfully during the 30 years prior to the War did much for its administration and helped to establish its solidity; with submission, I venture to think they deserve the goodwill of the Colony to which they devoted the best years of their lives.
From the last Financial Returns, which have just come to hand, it would appear that the Hongkong Revenue is ample for all requirements, for a Colony of the size of Hong Kong, which can devote $5,251,706 to Public Works, or 35.28 per cent of the total revenue, can easily afford to devote a little more to the pensions of its former officials.
